The city of Creythargo has the highest count of homeless teens and children in the world. Many call it Teen Haven - there seem to be more hopeless teens than adults and children combined. School isnt an issue because the government has no control on these kids. They are their own government, they are their own parents.
It was never this out of control before though.
So the government kicked his own ass, put in some rules - curfew's were placed, police were given higher paychecks to keep these kids in line, schools were allowed harsher penalties for students. It's becoming a large scale boot camp, and the teens are the victims here.
What happens when they start to rebel? What happens when they start to crave anarchy, chaos, an uprising?
